PHYSICAL PLANNING, WORKS AND MAINTENANCE
The Physical Planning, Works and Maintenance Unit of the Board was established in the year 2007.
The unit embraced its herculean tasks with vigour, creativity and resilience. Impressive impact has been made though the production of contract documents, advertisement of projects for execution, preparation of award letters for jobs, supervision and monitoring of contracts at its various levels of execution under the watch of the State Universal Basic Education Board .
FUNCTIONS OF PPWM UNIT:
Formulation of action plans for projects and programmes execution.
Advertisement of tender for award of contracts
Preparation of all tenders /contract documents for the execution of basic education projects.
Reception, scrutiny and acceptance of all pre-qualification tender documents submitted by prospective contractors
Evaluation of tenders, and opening of bids for the award of contracts.
Carries out policy analysis, survey and findings on schools in dire need infrastructure and facilities, such as classroom blocks, furniture and instructional materials.
Liaises with the Board on the modalities/ specifications for the award of contracts and execution of projects.
Supervises and monitors projects execution, and offers technical/ expertise advice and guidelines on jobs being executed by the Board.
Submits reports to the Board on contracts awarded and jobs being executed on the basis of performance of contractors.
10. Makes recommendation for payment based on certificates generated from various contractors and / or termination of contracts not done according to specifications.
The unit through doggedness and commitment of its director, Mrs. Ogbonnaya Elizabeth, project officers and other staff acceded to the directive of the State Executive Governor, His Excellency, Chief Engr. David Nweze Umahi to hurriedly utilize the backlog of UBEC intervention funds that accrued to Ebonyi State, which he accessed for the execution of basic education projects for years 2010, 2011, 2012, 2014 and 2015 respectively.
Guided by the wisdom and charisma of Chief Hyacinth E. Ikpor (KSJI) led Board, the unit strengthened the frontiers for the execution and completion of the projects, programmes, and provision of the equipment herein outlined between 2015 and date:
Renovation of 291 dilapidated school blocks across Ebonyi State
Construction and provision of 3,697 two –seater desks to schools
Establishment of 10-model primary and junior secondary schools with new classroom blocks constructed to enhance teaching and learning
Establishment and provision of 400-computers for E-library in 400 primary and junior secondary schools.
Provision of 8,400 sports wears, balls, etc for the promotion of sporting activities in the basic education schools.
Provision of 10 –motorized water bore holes with overhead tanks installed schools to stem the tide of water scarcity
Provision of 3,333 magnetic white boards to primary and junior secondary schools in the State.
Installation of solar energy (30KVA & inverter/ batteries and 20-number point street light) in each of the 6-pilot schools to boost regular power supply
Renovation of 12 mission schools in the state.
Perimeter fencing of 10-selected schools to provide security and enhance the ecstatic value of the premises.
Sponsorship and release of grants to 61 pilot schools across Ebonyi State for school agricultural/ farming programmes.
Provision of 316,000 curricula on different subject areas, which hitherto had none for use by teachers in teaching pupils and students in primary and junior secondary schools.
It is gratifying to state that the Physical Planning, Works and Maintenance unit of the State Universal basic Education Board has ensured probity, accountability and commitment to the course of perfect utilization of the State Government/Universal Basic Education Commission Partnership intervention funds for the execution of basic education projects in Ebonyi State.
The worth of the unit under the watch of the Ebonyi SUBEB Executive Chairman, High Chief Hyacinth E. Ikpor (KSJI) is glaring in schools with modern classroom blocks and other educational facilities to strengthen academic activities.
